Kenneth Leon Fowlkes grew up in Norfolk, VA. After graduating from high school, he joined the United States Military. Pursuing an active military career in the United States Army, he attended Thomas Nelson College in Trenton, New Jersey. 

While stationed in Alaska serving the military, Kenneth accepted the Lord in June 1979. He later relocated to Ft. Meade, MD, and became a member of Refreshing Spring COGIC.

As a licensed minister, he was appointed as President of the Outreach Ministry, which he founded. While serving as president, he established nine ministries. In 1985 he answered the call to preach the gospel and was ordained an Elder. In 1988 he ministered in his own edifice.

Kingdom Builders Church of God in Christ was founded in April 1988 and ten churches have come out of the ministry of Kingdom Builders.
Superintendent Fowlkes is the founder and builder of the KB Ranch Convention Center, Located in Louisa, VA.

Superintendent Fowlkes has served in the following capacities many times as a pathbreaker and a trailblazer: District Evangelist, Assistant District Superintendent of the Jurisdictional Men’s Dept, Assistant Chairman to Pastor’s Elders Council, Chairman of the Pastor Elders Council, President of the Jurisdictional Evangelist Dept, Founder of and now serve as Superintendent of the North Central District. Superintendent Fowlkes is an avid supporter of other ministries.

He is the faithful husband of Evangelist Loretta J. Fowlkes, the father of six children (Tony, LaTroy, Navette, Tracy, Demi, and Kevin), and the grandfather of twenty-seven grandchildren and one great-grandson. He is an entrepreneur, Founder of the Fowlkes Trucking Company in 1995.

He endeavors to be the consecrated daily, and to be a dedicated pastor that the Lord can use for his glory and his Kingdom!
